Dr. Usman Bugaje, a former member of the House of Representatives, asserted that the Nigerian Constitution stipulates that the Federal Government owns all of the country’s oil, so there are no oil-producing states in Nigeria. Speaking on Monday, Dr. Bugaje stated that the North owns 78% of Nigeria’s landmass in an interview with Vanguard. Dr Bugaje had sparked controversy some time ago when he said that all the oil in the country is owned by the Nigerian State. He added that over 70 percent of the landmass of the North is what gave Nigeria the nautical miles into the sea which the country is enjoying, and also gives Nigeria the offshore drilling rights.

During the recent interview, Bugaje said, “My point is that there is no oil-producing state. The only oil-producing state is the Nigerian State itself. An idea that there is an oil, gold or copper producing state is out of either ignorance or impunity. The real provision is that ownership of everything under the ground within the Nigerian territory is vested in the Federal Republic, and there are rules and regulations.”

He said that the oil belongs to the North, and that the reason is because 78 percent of the oil in Nigeria is offshore.

He continued, “Whatever we get into the sea is as a result of our landmass as Nigeria. Now, if you divide the landmass in Nigeria, 78 percent of the landmass of this country belongs to the North.
