Wike emphasised that if they are unable to work during the rainy season, they should return the payment, and it will be reissued during the dry season. He made it clear that if contractors accept payment, they must complete the work as agreed, even during the rainy season.

According to him, “I believe I also want to commend the contractors because our agreement is that if you collect our money, whether it is rainy season, whether it is dry season, you must do the work. If you don’t want to do the work during the rainy season, leave the money with us; during the dry season, we’ll pay you.
