According to Akin Osuntokun, a prominent political adviser to former president Olusegun Obasanjo, Kano State and Lagos had comparable local government numbers and populations until 1991. In Osuntokun’s words: “The local government, as a third tier of government, was being used as a way of getting more money to the North than the rest of the society.
