According to Akin Osuntokun, a prominent political adviser to former president Olusegun Obasanjo, Kano State and Lagos had comparable local government numbers and populations until 1991. Osuntokun made this statement during an interview with Punch while discussing the call for financial autonomy for local governments. He also argued that there is an unequal distribution of resources, pointing out that the North has more local government areas than the South

In Osuntokun’s words: “The local government, as a third tier of government, was being used as a way of getting more money to the North than the rest of the society. That is the practical effect in that. [32 years ago ] Kano and Lagos had same population, number of LGA but today Kano is split into two: Kano and Jigawa.
