“The law states that you must win 25% in 24 states, including Abuja. Abuja is considered to be a state, not that Abuja is the benchmark for the 25%. It is sufficient if you meet that criteria in all the other states excluding Abuja. I am not aware of any provision of law that makes 25% of the votes from Abuja a crucial factor.”
