The Pan Niger Delta Forum (PANDEF) convener, Edwin Clark, has addressed the debate surrounding the political situation in Rivers State, namely the defection of 27 House of Assembly members from the PDP to the APC. CONTINUE FULL READING>>>>>
During an interview with Channels TV, Clark stated that immediately the 27 lawmakers defected from PDP to APC, the remaining 5 (now 4) who did not switch party became the only recognized members of the House of Assembly. According to Clarke, the concept of quorum should be based on the number that remains in the House, not the total number of members before the defection. He added that a similar situation had occurred in Edo State
In Clark’s words: “27 lawmakers left PDP to APC and were singing Tinubu’s campaign song at ungodly hour of 7 a.m. Now once they left, the remaining 5 or 4 who did not cross remain the members of the House of Assembly. Therefore the issue of quorum is not applicable in this case, the number that remain in the House of Assembly constitute the Assembly and quorum is drawn from there. This happened in Benin”.
